Yes. Turn repeat Winners off, select one Entry, record it as position one, and continue until the eligible pool is empty. This produces a complete order without replacement, although it takes more interactions than shuffling the full list in one operation.

This workflow makes sense when a group enjoys the reveal and the list is small. For a thirty-person running order, thirty animations may waste time and make transcription errors more likely. A direct list shuffle is the more efficient format when the complete sequence matters more than watching each position appear.

  1. Add each eligible Entry once and remove accidental duplicates before starting.
  2. Explain that each Winner leaves the pool for this round and state the pass or absence rule.
  3. Make the first Selection and record the Winner as position one.
  4. Continue without repeats, recording each next position until the pool is complete.
  5. Keep the finished order stable; use Undo only for the latest genuine setup or input error.

Fairness depends on the method and the facilitation

A Wheel and an order generator can both be fair for low-stakes use when every eligible Entry has the intended chance, the random mapping is unbiased, and the rule is fixed before results appear. The shape of the interface does not prove any of those conditions by itself.

Randomly uses the browser Web Crypto API as its random source and rejection sampling to avoid favoring positions when mapping random values to the current pool. MDN documents crypto.getRandomValues() as producing cryptographically strong random values. NIST describes a random permutation as selecting all items without replacement, which is the mathematical job behind a complete random order.

The facilitator still controls the input. A duplicated row creates an extra eligible position; a missing person receives no chance; and a hidden edit can undermine trust even if the underlying random function is sound. Show the list, state whether repeats are allowed, and explain any correction before making another Selection.

Keep casual random Tools away from medical, legal, financial, employment, disciplinary, safeguarding, safety, lottery, or regulated decisions. Those situations need the applicable policy, qualified judgment, records, and legal controls—not a more dramatic random interface.
